Eugene was the son of a former slave from the island of Dominica.In 1828,His father left the enslaved island.He came to settle in the northern part of Haiti,known as Bois-Gradis,in Morne Pelee,the second section of the community of Quartier Morin,Cap-Haitien. His father had 8 kids; He was the youngest one.His mother is unknown.After His father's death,his brothers and his unique sister became farmers and they open distilleries but,He decided to join the army.In 1880,he married his general niece,Philomene Matthieu.Eugene had several mistresses while he was married.In 1880 He met Louise Virgile.

In 1903,He was proclaim General of Division of the Republic,Commandant of Grande Riviere du Nord by his old friend president Pierre Nord Alexis because of his friendliness,the righteousness of his character and the beautiful qualities that make a good man. Later that year, He served the president by being is aide-de-camp.
== Death ==
In the morning of february 06,1908,He passed away surrounding by his love ones.The next morning the body was installed in the middle of a sumptuous fiery chapel with cannons and sad music.

Eugene had17 kids.He had 9 kids with his wife 2 with Louise Virgile and 4 with his unknown mistress.His youngest son Paul Eugene Magloire join the army in 1930 and later became the President of Haiti.
